We defined the optimization problem that project management needs to solve and how it is different from the problem that most academicians and the resultant available tools try to address. Our innovation is a multi-tier data model for planning to enable the creation of a good starting solution that remains unaffected by the realities of projects. We have built a decision support system to provide reliable projections during the course of execution. And, we outlined the support that it can provide to different levels of management for pro-active decisions. With the help of the above, we simplified the existing management practices and outlined the best practices to exploit the capabilities of the system to the fullest
